We are committed to empowering social housing tenants by helping them navigate legislation relative to the complexities of housing matters. This page provides guidance on how to get your housing complaint(s) addressed effectively. Knowing where to direct your concerns is the first step in getting a meaningful resolution.

The Ontario Ombudsman

Depending on the type of complaint you have, the Ontario Ombudsman may be the appropriate authority to lodge your complaint with. To find out if the Ontario Ombudsman can help you with your specific complaint, submit a complaint to them online

The Federal Housing Advocate

The federal housing advocate is unable to deal with individual complaints. However, they exist to drive change regarding systemic housing issues. Therefore, you should submit your complaint to them so they become aware of the problem, and can track it.

The Human Rights Tribunal of Ontario

The Human Rights Tribunal of Ontario (HRTO) is estimated to be around five years backlogged. However, if you're willing to wait, the HRTO can provide effective remedies to ensure systemic housing problems don't persist. Fill out a Form 1 Application to the HRTO to start the process.

Your County

Municipalities are designated Services Managers under the Housing Services Act (HSA). Ontario has 47 service managers responsible for meeting objectives in its service area. They are also responsible for conducting reviews of decisions made by housing services providers under the HSA and under the Ontario Regulation 367/11. Reach out directly to your County's social services department and request a review of a decision under section 156(4) of the HSA

Your City or Municipality

Under sections 224 to 226 of the Residential Tenancies Act, the local municipality in which the residential complex is located is mandated to receive maintenance complaints and inspect alleged wrongdoings by housing services providers. Reach out directly to the City or municipality you reside in to make a formal maintenance complaint.

The Rental Housing Enforcement Unit

The Rental Housing Enforcement Unit (RHEU) of the Ontario Ministry of Municipal Affairs and Housing works with tenants to solve problems if the problem(s) are offences under the Residential Tenancies Act. You can submit a complaint about your housing services provider by emailing them directly. Read more about this on their website
